The Louisiana Road Home program was created by Governor Blanco, the Louisiana Recovery Authority, and the Office of
Community Development. The program is funded by the U.S. Department of Housing and Urban Development and is the
largest single housing recovery program in U.S. history. The program’s objective is to help our residents get back into a
home or apartment as quickly and fairly as possible.
The Lower 9th Ward was one of the hardest hit areas in New Orleans. No words can describe the devastation left in the
aftermath of Hurricane Katrina. These images on this page represent the total destruction of a once vibrant city and its
neighborhoods.
